粮食是人类赖以生存的基本生活资料，是经济发展和社会稳定的基础． 粮食安全与能源安全、金融安全并称为
当今世界三大经济安全． 我国是世界人口和粮食消费大国，国家历来高度重视粮食安全． 从2004 年至2015 年，我国
的粮食生产实现了“十二连增”，创造了中国乃至世界粮食史上的奇迹． 本文对粮食安全概念、含义﹑内容及衡量指
标等方面的研究成果进行梳理，探讨了国内外粮食安全问题的现状，根据我国粮食安全的实际情况，提出了运用综
合手段，解决粮食安全压力问题的主要措施: 一是加大政策支持力度，二是构筑耕地资源保护机制，三是依靠科技
进步，四是建设和完善粮食市场，五是搞好国际合作．

Food is not only the essential means of livelihood to the survival but also the foundation of economic
development and social stability． Food security，energy security and financial security are called the world three big
economic security． Our country is the world power of population and food consumption，and our country has always
attached great importance to food security． From 2004 to 2015，China's grain production achieved a“12 continuous
increase”，creating a miracle in the history of China and the world． In this paper，we sorted out the research
results of the concept，meaning，content and measures of food security，and discussed the food safety issues in
China and abroad． According to the actual situation of China's food security，we put forward the use of
comprehensive means to solve the problem of food safety: the first is to increase policy support，the second is to
build the protection mechanism of land resources，the third is to rely on scientific and technological progress，the
fourth is to build and improve the food market，the fifth is improving international cooperation．
